Isère: six organisations join forces for a large-scale exercise

A joint exercise between civil protection organisations is being organised on 16 June in Pont-de-Claix, a small town situated a few kilometres south of Grenoble, in the Isère department. The aim is to test the management of an incident such as a terrorist attack as part of a pre-planned emergency response exercise, to test the internal chain of command within each accredited civil protection organisation (AASC), to test coordination, the ability to mobilise human and material resources and, above all, to train first-aiders in real-life conditions.

In total, six organisations will be taking part in the exercise: the Civil Protection Agency (ADPC), the French Red Cross (CRF), the French Federation of Rescue and First Aid (FFSS), the French White Cross First Aid Federation, the French First Aid Centre (CFS) and the Departmental First Aid Union (UDPS). "We want to show the authorities (the Prefecture, the SDIS, the SAMU), as well as our various national federations, that we are capable of joining forces to work together" Loïc Raymond, communications manager at UDPS 38, told our editorial team.

The PSIG officers will play along

As part of a multi-sport challenge, rescue teams from the six organisations will be deployed across the Champagnier area to ensure the race runs safely. A concert is being organised at the finish line, at the Pont-de-Claix paper mills. During the concert, an explosion is heard and the team on site discovers that there are numerous casualties and requests reinforcements and the intervention of the police. Whilst the reinforcements were arriving, a further explosion rang out after a second attacker detonated an explosive vest.
As the number of casualties exceeded the number of rescue workers on site, the operation was scaled up with the establishment of a Command Post (CP) to coordinate the actions and interventions of each team involved, the setting up of a medical aid post and the evacuation of casualties by ambulance to a mock hospital. The Gendarmerie’s Specialised Intervention Platoon (PSIG) will take part in the exercise to ensure it is as realistic as possible.
