According to a report by the General Inspectorate of Social Affairs (IGAS), on two occasions, when she called the SAMU, Naomi Musenga "did not receive care in line with best practice".

"The way in which the SAMU handled two successive calls from Naomi Musenga did not comply with best practice and resulted in a significant delay in her treatment. The tone used in response to the call and the comments made were particularly shocking. The questions asked were inappropriate for the situation, and the call was not passed on to the SAMU dispatch doctor.", the IGAS states in its report.

Today, the management of Strasbourg Hospital is reeling and has announced the launch of disciplinary proceedings. Furthermore, the 61-page report highlights several failings, particularly in the way the family was looked after.
