During 2023, New Caledonia was severely affected by forest fires, with more than 20,000 hectares of vegetation destroyed. These fires, exacerbated by a period of drought and intense heat in December, placed a severe strain on the response capabilities of the local fire service. In response to this critical situation, the Armed Forces in New Caledonia (FANC) were mobilised to provide vital support for the fire-fighting efforts.
On Sunday 31 December 2023, the activation of the Orsec 2 plan marked the start of a large-scale operation to combat the forest fires, which were particularly fierce as the New Year began, fuelled by strong winds and destroying nearly a thousand hectares of vegetation. Bringing these fires under control required five days of continuous effort, involving close collaboration between the local fire services, the Directorate of Civil Protection and Risk Management, the Southern Province’s forest fire brigades, and military personnel specialising in firefighting.
The FANC, which plays a key role in France’s military presence in the South Pacific, has demonstrated its ability to respond effectively to security and climate-related crises. With more than 1,650 military personnel, these forces regularly contribute to maritime security and humanitarian assistance in the event of disasters (HADR), sharing their expertise with partners in the South Pacific.
The ORSEC plan, a key mechanism in emergency management, enabled optimal coordination between the various emergency services, ensuring a rapid and effective response to this major environmental crisis. This operation highlights the importance of preparedness and inter-agency collaboration in managing forest fires and protecting vulnerable communities and ecosystems.
