Naomi, aged 22, died in December 2017; she had called the emergency services but the operator failed to dispatch a team and even went so far as to mock her.
The young woman then called SOS Médecins, who, once on the scene, requested the assistance of an SMUR team.
Naomi was rushed to A&E at the hospital, where she died at 5.30 pm.
Her family and friends have released a recording of the call and have asked the public prosecutor to launch an investigation.
